UNE-P) - This is comprised of individual parts of
an applicable network
infrastructure. The FCC ruled that ILECs (incumbent local exchange
carriers) are required to provide their competitors access to these, at
a discount. Thus their competition can sell telecommunications services
without having to install their own lines, presumably increasing
