System) - Scrambling is
purposely
manipulating the signal frequency (often the lower
frequencies) to try to make it difficult to understand. Network
operators often scramble their signal to try and make sure only
those paying for their service, receive their service. Typically
a set-top box or equivalent device unscrambles the
signal for the end-user to utilize.
