Facilities-based Broadband Provider  - A Facilities-based Broadband Provider is an entity that provides broadband services over facilities it owns, provisions and/or equips. These entities provide broadband services over their own 'local loop' facilities which connect to end users. They may utilize unbundled network elements, wireless channels, special access lines as well as other leased lines that they obtain from other entities.
